Ukraine’s early accession to the European community is not supported by the majority of citizens in several nearby countries —Hungary, Slovakia, and the Czech Republic—as well as in Germany and France, the two most populous EU Member States, according to the latest results of the Századvég Europe Project survey for 2025.
Ursula von der Leyen, President of the European Commission, said at the European Parliament plenary session in May 2025, that “Ukraine’s accession to the European Union must be accelerated,” emphasizing that “work is underway to ensure that Ukraine opens all accession chapters by 2025.”
Based on research by Századvég, the position of the President of the EC fits in well with the political agenda in Brussels in recent months, which aims to forcefully accelerate Ukraine’s accession to the EU.
It is essential to highlight that the Treaty on the European Union explicitly requires unanimous agreement among all Member State governments in the Council for the admission of any new state into the European Union.
The research results of the Europe Project 2025 highlight that if the European politicians involved in the Council’s work were to act in accordance with the expectations of their countries’ populations, with regard to Ukraine’s accession to the EU, not only would unanimity not be achieved, but the qualified majority requirement would also not be met for Ukraine’s accession.
The proportion of those who oppose Ukraine’s accelerated accession to the European Union, regardless of the state of the war, is larger than that of supporters in 11 member states, while in 16 member states the proportion of those in favor of accession is higher, they wrote.
They highlighted that the index calculated from the difference between respondents supporting and opposing Ukraine’s early accession is in the negative range in several countries neighboring or surrounding Ukraine (Hungary, Slovakia, the Czech Republic), as well as in the two most populous Member States of the European Union (Germany, France), meaning that the majority of the population in these countries does not support the forced admission of the warring country.
Based on the research data, only 10 of the 27 EU Member States have more than 50 percent of Europeans who agree with Ukraine’s immediate admission.
