Residents of Transcarpathian (western Ukraine) settlements located within five kilometers of the Ukrainian state border must obtain special authorization from the border guards.
At the time of the announcement, representatives of the border police referred to last year’s government decision No. 1292 and stated that anyone living or working in a town or village in the immediate border area would be obligated to apply for such a permit.
Applications will be accepted at the two central Transcarpathian border offices in Chop (Csap) and Mukachevo (Munkács) from February,
as reported by Kárpáti Igaz Szó.
The documents will be processed within 10 days without charge, but those without such registration who are checked in their own settlements, risk fines ranging from UAH 1,700 to 3,400 (EUR 41-82).
The permit will not be required for those arriving in the border strip for tourism or cultural purposes, nor for those crossing the border on their way to the frontier post.
In the last days of the previous year, the free movement of those exempt from military conscription was restricted at border crossings. Now, the lives of residents of border settlements are made more difficult, while the Ukrainian Parliament may decide on a drastic toughening of mobilization.

discussed again on January 11. According to Defense Minister Rustem Umerov, “(soldiers) have the right to know what they are facing and to plan their own lives. The draft law on mobilization plans to establish a clear military term of service.”
