Right to Cash – Every Settlement Should Have an ATM

Hungary Today 2025.03.24.

János Lázár, Minister of Construction and Transport, held talks with Prime Minister Viktor Orbán and Márton Nagy, Minister for National Economy, on Saturday on the expansion of the right to use cash.

The Fidesz parliamentary faction had earlier called for an amendment to the Fundamental Law to make the use of cash a basic human right for everyone. In a video posted on his Facebook page, János Lázár said that they had discussed what steps are needed to achieve this, following the amendment of the Fundamental Law.

According to the minister, the number of places and activities where cash can be used will be expanded. To do this, the public will need more cash, which will require an increase in the number of ATM cash dispensers.

According to Mr. Lázár,

today there are cash machines in barely a thousand in settlements, while in Hungary there are 3,155 settlements.

Therefore, the government’s goal is to have ATMs in every Hungarian settlement in order to increase the use of cash.

In his annual state of the nation speech, Mr. Orbán announced that they would give a positive response to the MPs’ motion to guarantee the right to cash in the constitution. The constitutional protection of cash has not just been raised by the government.

Last year, László Toroczkai, President of Our Homeland Movement (Mi Hazánk Mozgalom), spoke in parliament in favor of constitutional protection for cash, and Prime Minister Viktor Orbán expressed his support for the proposal,

Világgazdaság reported in an article.

The Prime Minister argued that the use of cash provides a kind of freedom, as it allows the banking system to be bypassed, and therefore, despite international pressure, it should be given constitutional protection.
