An increasing number of domestic and international research studies show that unlimited mobile phone use in schools has a negative impact on students’ attention and performance, said Bence Rétvári, Parliamentary State Secretary at the Ministry of the Interior. A new bill before the parliament therefore aims to create the legal basis for regulating the use of mobile phones in schools.
The politician noted that the Ministry of Interior also held a digital consultation ahead of the proposal. The majority of teachers and headteachers surveyed said that it was necessary to regulate mobile phone use in schools, because they are a distraction for pupils. “It is harder for teachers to teach and keep students’ attention for 45 minutes in a lesson if students are on their mobile phones during the lesson or even during breaks,” he stressed.
It is important, however, that with the new regulation, students could still use their mobile phones before or after school, and if necessary they can keep in touch with their parents.
Moreover, if they need their devices to learn the material, they can bring them to class with the teacher’s permission.
The State Secretary said that in addition to Hungarian scientific research, UNESCO and UN studies also show that excessive use of mobile phones reduces educational performance.
France, the Netherlands, Italy, Slovakia, and the UK have already taken decisive steps to ban mobile phones from schools.
“Reducing mobile phone use in schools will also reduce cyber-bullying,” he said, adding that the use of smart devices – mobiles, laptops, tablets – in schools should be about helping students learn, not distracting them from their studies.
