Viktor Orbán’s decree amending the university admission procedure, according to which volunteering to be a soldier before studying will earn extra points, has already been published in the Hungarian Gazette. The introduction of the measure has been postponed until 2023.

16 additional points will be given to those who complete six months of service without vocational training (according to the Armed Forces Status Act), 32 additional points to those who complete six months of vocational training after basic training, and an additional 32 points for continuing another six months of vocational training, as published in the Hungarian Gazette on Wednesday. According to the regulation, one gets more extra points for military service than for language exams. One can now get a maximum of 40 extra points for language skills, even if the applicant has passed several languages. A B2 exam is worth 28 extra points, a C1 exam 40.
The education portal Eduline also points out that the new regulation contains another important change:
Those who do not meet the minimum requirement of 280 points without military service can now be admitted to universities.
Under the regulations still in force this year, the 280-point threshold could only be reached after taking into account points for a diploma, the final examination, the language examination, and the additional points for the OKJ qualification. Additional points for other reasons – including military service – are now counted only if the admission threshold for the relevant course of study has been reached. But not for a university education per se.
With the new rule, additional points from military service will also count toward the university threshold, which means it will be possible to be admitted to universities even with poorer grades.
The regulation goes into effect September 1 and will be applied for the first time to applications for degree programs beginning in February 2023 through the lateral entry process.
