With Guarantees Received for the Arrival of EU Funds, Teachers’ Pay Rise May Commence

On Wednesday, a written guarantee arrived from the European Commission regarding the release of approximately 10 billion EUR of funds, which in turn gives teachers, kindergarten teachers, vocational training teachers- the assurance that their salaries will rise by 32.2 percent from January 1, the Minister of the Prime Minister’s Office announced. The government has initially tied future pay-rises in the teaching profession to the release of withheld subsidies, but later retracted from this position.

Gergely Gulyás stressed that this will be followed by a significant pay increase next year. He recalled that Hungary has undertaken to raise teachers’ salaries to 80 percent of the average salary of graduates in two stages.

This year we will reach 71.8 percent, and next year we will raise the average graduate salary by a further 21 to 80 percent, and we will maintain this level thereafter,”

he said.

The minister noted that the amount included in the operational program is available, i.e. EUR 530 million from the European Commission for this year.

What Brussels will contribute to the wage increase will amount to 12 percent of the total wage increase up to 2030,”

he added.

“Therefore, this amount will come from the EU funds Hungary is entitled to, with the remaining 88 percent coming from the national budget,” he explained, adding that “the money from the European Commission will be a significant help this year and next.” The pay increase now being implemented will affect around 140,000 people in total.

Fact

In December last year, Prime Minister Viktor Orbán made an announcement of a three-year wage development program for teachers and kindergarten teachers. At the time, he said that “a legal act is still missing” for the teachers’ pay increase, as Hungary needs to receive a letter from Brussels assuring the government that they will pay a certain percentage of the pay raise. Now that the letter has arrived, all obstacles have been removed to implement the wage development program. Besides the wage increase in January this year, there will be further increases from January 1, 2025, and 2026. At the end of the program, the average salary of teachers will be HUF 800,000 (EUR 2,000).
