The government is further tightening rules on immigration and employment, and is therefore preparing a new bill, the Ministry of Economic Development announced on Thursday.

In a statement, the ministry said that in order to protect the Hungarian workforce and the Hungarian population, comprehensive intervention is needed regarding the residence and employment of third-country nationals in Hungary. The government has therefore decided to introduce a new basis and tighten the rules on immigration and employment. The government is preparing a new bill and will carry out a complete review of the existing immigration regulation.

The new bill will make it clear to all third-country nationals that they can only temporarily reside and work in Hungary for the purposes, on the basis of the title and conditions set by the Hungarian state and if the state so decides.

In order to protect Hungarian families, vacancies must be filled by activating the Hungarian labor reserve and by attracting job seekers and inactive persons, the ministry underlined. The government has firmly decided in principle that

foreign workers can only be employed if Hungarian workers are no longer available to fill vacancies, and therefore the strictest possible regulations must be introduced.

The government has also decided not to apply the law on the employment of guest workers in Hungary until the full regulation is in place, in order to safeguard national interests, they concluded in the statement.

The latest legislation on this issue was adopted by the parliament in mid-June and was due to enter into force on November 1. The law strictly regulated the residence of guest workers, who could stay in Hungary for a maximum of two years. The government’s current announcement could be an indication that it wants to introduce even stricter rules than before.
