Germany Is Waging a Hybrid Migrant-War against Donald Tusk’s Poland

Dániel Deme 2025.07.08.

In recent weeks, we have witnessed a dangerous escalation along the German-Polish borders due to the German Government’s illegal pushbacks of migrants into Poland. We have asked two experts about the background to these events: Bence Bauer, director of the Hungarian-German institute at the Mathias Corvinus Collegium in Budapest, and former Polish Deputy Justice Minister, Marcin Romanowski, who currently resides in Hungary as a political refugee.

In Bence Bauer’s view, “Friedrich Merz is desperately trying to correct the serious migration mistakes made by Angela Merkel and her successors. In 2015, on Angela Merkel’s verbal instructions, it was decided not to turn back any migrants at the borders. With this, Germany started a real avalanche. Millions of migrants arrived in Germany and Europe, posing a security threat. Now these migrants have also appeared in Poland, with the Belarusian regime pushing them across the eastern borders. Although the Poles have built a fence on the eastern border, which is financially supported by the EU unlike the Hungarian border, some migrants still manage to enter Germany via Poland.”

“Merz’s dominance in this game is demonstrated by the fact that after the fall of the traffic light coalition, he immediately took action revoking Angela Merkel’s verbal instruction after taking office. In addition, asylum seekers are now being turned back at the borders, including the Polish border. It may seem like a game of ping-pong, but as long as Poland is unable to defend its borders completely, the Germans will continue to act in this way.”

“Although Merz visited Donald Tusk in Warsaw immediately after taking office, there was already a major disagreement on how to handle this issue.

Germany now wants to take a hard line, and Merz wants to show that he is the strong man here.

After all, the majority of the German population is very critical of migration, with 80 percent of Germans rejecting it. The Chancellor now wants to show that he is capable of taking action and can take a strong stance.”

“This also has an impact on their cooperation within the European People’s Party: as far as the EPP is concerned, no matter how similar Tusk and Merz’s political views may be, the strong Polish dominance that developed within the People’s Party under Donald Tusk has come to an end. The Germans are no longer as weak as they were in the last four to five years. Remember how many presidents the CDU had… This was the period when FIDESZ was removed from the People’s Party. That is now over, and a strong CDU leadership has returned.

The competition between the two leaders is also evident in the People’s Party, but Merz is likely to emerge victorious from this game.”

“Donald Tusk is not acting on his own convictions on the border issue, but is under strong domestic political pressure. The Civic Platform lost the Polish presidential election, so Tusk is under a lot of pressure. Polish volunteers are now trying to defend the border, which is why Tusk had to take action.”

“The reason why Germany chooses the form of informal repatriation at the Polish border is also related to the fact that German politics is driven by the mainstream left-wing media. Merkel’s main argument in 2015 was that if the borders were closed, politically embarrassing photos could be taken of those stranded there. In other words, if police secretly release people in the forest, on the green border, there will be no such photos.”

Although German citizens oppose migration, the Greens and left-wing press, which dominate the media, the public sphere, and politics, are stirring up and scandalizing border protection measures.”

“The Greens consider migration desirable and are happy when as many migrants as possible arrive. They are even willing to destabilize the country in order to promote migration, as they celebrate the fact that this will change Germany’s demographics, which fits in with their vision of society. The official German leadership has always been very afraid of the dominant left-wing media, and this also determines its decisions.”

In Marcin Romanowski’s view, “for the German elites, Donald Tusk is not a partner but an administrator carrying out their interests on Polish territory. This does not mean ignoring the mistakes and inconsistencies in the policies of the Law and Justice (PiS) party between 2015 and 2023 – a government often too submissive toward globalist structures: however, the fact remains that the current coalition won the 2023 elections through lies, manipulation, foreign pressure, and support – political, organizational, and financial – from external actors.”

Tusk’s task – and the reason for his political ‘installation’ – was to neutralize Polish sovereignty and subordinate Warsaw to the interests of the left-liberal establishment in Berlin and Brussels.”

“The goal was to eliminate resistance to projects such as the Green Deal – damaging to Polish agriculture and industry, gender ideology undermining identity and family, mass immigration, and to block key infrastructure investments that could strengthen Poland’s strategic sovereignty.”

“Under a sovereigntist government, Poland could, together with Hungary, Slovakia, and other regional states, effectively defend common economic and political interests, for example by blocking privileged trade agreements between the EU and Mercosur or Ukraine. Today, Warsaw remains silent. Tusk obediently implements policies beneficial to Germany and France, at the expense of Polish society and regional partners.”

Tusk’s humiliation by the CDU, which secretly transfers migrants to Poland, is not a random incident but a logical consequence of his role: an executor, not a partner.”

“His political status presumes acceptance of such humiliation – it is the price for holding a position not as a national leader but as a foreign-installed manager.”

“It must also be remembered that Brussels and Berlin assured Tusk that many controversial and harmful decisions would only be announced and implemented after June 1st – after Poland’s presidential elections. This was to shield the liberal candidate from public backlash. But Tusk’s candidate lost. The Prime Minister expected to take full control of the state, imprison opposition politicians, and liquidate independent media – including the conservative TV Republika, which is now the largest independent broadcaster in Poland and covers what is really happening at the border. He intended to introduce censorship in social media under the pretense of combating ‘hate speech’ – and, after all, information about migrant-related crime fits perfectly into those algorithms.”

Instead, Tusk now faces a series of “Egyptian plagues”: escalating migration pressure from Germany, new and even more draconian climate targets announced by the European Commission, and trade agreements with Mercosur and Ukraine being finalized in Brussels.

Replying to Hungary Today‘s questions as to whether Germany is waging a hybrid war against Poland, or whether Berlin’s intention is simply to get rid of unwanted, unemployable foreign individuals, Mr. Romanowski replied by saying that in his view “both realities coexist – and reinforce each other. On the one hand, Germany – especially in the last decade under the disastrous ‘willkommenskultur’ and “wir schaffen das” policies of Angela Merkel – pursued an open-door immigration policy. Today, it is trying to offload the consequences: migrants who refuse to work, pose a threat, and generate social tensions. They are now being quietly pushed into Polish territory.”

These actions are systemic, they are also part of a broader strategy to weaken and destabilize sovereign nation-states – especially Poland.”

“I believe the cynicism of this situation is deepened by the fact that even those migrants who made it to Germany via Poland were initially pushed through the Polish-Belarusian border by the regimes of Lukashenko and Putin. And all of this took place at a time when, using liberal European funds, a vicious campaign was being waged against Polish soldiers and officers – simply because they were defending not only Poland’s border, but the external border of the European Union against mass illegal immigration.”

“Today, the very same people shamelessly try to shift the blame onto Polish society – the same society and former conservative government that had sounded the alarm back then. And what was happening at the time? Poland was accused by EU institutions of brutality, and Polish officers were charged with alleged ‘mass killings’ and ‘mass graves.’ One absurdity after another – culminating in complaints submitted to the European Court of Human Rights.”

“On the other hand, Polish interests and those of the German current globalist government are in irreconcilable conflict. Germany – instead of engaging in partnership – under globalist leadership imposes an imperial policy of subjugation and centralization. Such projects have always ended in disaster – including for the Germans themselves. Just in the last 20 years, the idea of cooperating with Putin in exchange for cheap raw materials significantly contributed to the aggression against Ukraine. Waging a hybrid war against Poland fits perfectly into this logic. For years, Germany has waged a hybrid legal war against Poland under the banners of ‘rule of law,’ ‘LGBT rights,’ and ‘climate policy.’ Just as they do today against Hungary.”

“Now, although the government in Warsaw is formally favorable to them, covert pressure continues – not on the government, but on the Polish state. Of course, one cannot dismiss the fact that Friedrich Merz represents a completely different and more reasonable political camp than Angela Merkel’s inner circle, or even more so, the SPD — and this likely explains the reserve or even hostility of the Chancellor toward Tusk. However, from the Polish perspective, it is still the same left-liberal, globalist establishment that governs Germany.”

“It is no accident that immediately after Karol Nawrocki’s visit to the White House – then still as a presidential candidate – Friedrich Merz’s visit to Washington was hastily arranged. Trump’s words and gestures toward Nawrocki were interpreted as strong and unequivocal. German elites realized that a conservative Poland – together with allies from Central Europe – could become a genuine partner for the United States, displacing Berlin from its regional leadership role in transatlantic relations.”

“Let us remember that Tusk remains useful to Berlin in this game. Not only does he block Polish ambitions, but he also effectively impedes the development of Polish-American relations under a conservative U.S. administration. Let us recall: Tusk publicly and seriously called Donald Trump a ‘KGB agent,’ boasted about a photo in which he pretended to aim at him with his finger like a gun. Sikorski “thanked” the U.S. for blowing up Nord Stream 2, and his wife, Anne Applebaum, called Trump a Nazi. Even if Merz represents a different faction than Merkel or von der Leyen, Tusk still serves Berlin as a functional brake and dependency enforcer.”

“The reintroduction of border controls with Germany came months too late and only happened due to public pressure and free media coverage,” continues Mr. Romanowski. “This is not about border protection – it is a smokescreen for a political and moral scandal.”

Tusk’s government effectively accepts the transfer of all migrants delivered – or simply dumped – by German authorities. They are not building barriers against illegal immigrants, but against Polish citizens who try to expose the truth.”

“That is why the border crossings with Germany were declared “critical infrastructure” – to prohibit filming and photography. That is why drones were banned – because they exposed the illegal pushbacks carried out by German police. The illegality of such actions was confirmed in a June 2 ruling by the Berlin Administrative Court concerning three Somali nationals. But there is no doubt that this is not an isolated case. We simply will not learn about the others, because the Polish authorities have no intention of investigating them. That is why I filed a criminal complaint against Tusk and the Minister of the Interior – for forcing Polish services to accept illegal migrants, they are breaking the law and acting against the public interest.”

“The Prime Minister is not countering this practice – he is legitimizing it. Statements by Tusk and his ministers make it clear: the real threat, in their eyes, is not illegal migrants, but citizens who dare to document reality.”

“This is a particularly cynical and dangerous attempt to conceal policies that threaten national security. Volunteers, local patriots, civic monitors – instead of being state allies, are persecuted, intimidated, and penalized. All to prevent the Polish public – and the world – from learning that the western border of Poland has been opened to Germany’s deportation agenda.”

“Minister of the Interior is handing out penalties for volunteers defending the borders, saying border protection must be done by official authorities, not vigilantes. Few will believe this rhetoric. Is this going to damage the reputation of the Civic Coalition? Undoubtedly. Poles are neither blind nor naive. They see what is happening in Berlin, Paris, or Stockholm – growing no-go zones, surging crime, attacks on women, Islamization. And they understand that the same scenario is now being forced upon Poland.”

“What is Tusk’s government doing? The Minister of the Interior threatens penalties for banners warning about migrant crime. The government is importing the most absurd dogmas of political correctness from a collapsing Western Europe and leftist America. Meanwhile, those who document real threats – often risking personal safety – are being persecuted.”

“Poles are not as indoctrinated as Western societies. They know where mass immigration leads, they know what the collapse of the nation-state looks like, and they recognize the stench of censorship. That is why they will resist – morally, culturally, politically. That is why Donald Tusk’s government is now at a dead end: no matter what it does, it loses. And with it falls the entire liberal agenda, which was supposed to once and for all subjugate Poland to globalist interests,” concluded Marcin Romanowski
