Minister Bóka stated that Europe is currently facing numerous challenges, including the war in its neighborhood, a fragile security situation, disengagement from global competitors, illegal migration, and demographic trends. He criticized the EU’s response to these issues over the past five years as often misguided.
Mr. Bóka highlighted the results of the recent European Parliament elections, noting that they signal a desire for change among European citizens. Parties advocating for change have gained strength, while those supporting the continuation of current policies have faced significant losses. He indicated that a new majority is forming in the European Parliament, driven by a collective demand for change, and this will be the focus of Hungary’s presidency.
The Hungarian Presidency has not only a technical task but also a political responsibility,”
János Bóka asserted. During its six-month term, Hungary aims to represent this demand for change and demonstrate its potential by initiating debates and formulating alternatives on strategically important issues. The Minister identified several strategic challenges, including ensuring peace and security in Europe, strengthening European competitiveness, protecting external borders, stopping illegal migration, and addressing demographic challenges.
The need for change is clear, the demand for change is obvious,” he emphasized.
Mr. Bóka made it clear that while Hungary’s presidency cannot solve these dilemmas alone, it can raise important questions and present alternatives. “We can do this by initiating debate and formulating alternatives where the need is strongest: on strategically important issues,” he stated. The ultimate decisions rest with the leaders of the member states.

János Bóka concluded that the Hungarian presidency will ensure the smooth functioning of the Council of the European Union during the institutional transition period and aims to demonstrate the possibility of change, keeping hope alive in Europe. “It will only fulfill its political responsibility if it can also demonstrate the possibility of change and keep the hope of change alive in Europe,” he said. A successful Hungarian presidency will be a success for Europe as a whole.
