Viktor Orbán wrote a letter to António Costa, the President of the European Council in preparation for the March 6 extraordinary EU summit, where the topic will be European defense and Ukraine. The Hungarian Prime Minister emphasized that direct discussions are needed with Russia on a ceasefire and peace in Ukraine.
According to the letter published on X by Balázs Orbán, the Prime Minister’s political director, Viktor Orbán wrote that “it has become evident that there are strategic differences in our approach to Ukraine that cannot be bridged by drafting our communication.” The Prime Minister stated that just like the United States did, the European Union should have direct discussions with Russia on the Ukraine war, however, “this approach is not reconcilable with the one reflected in the draft conclusions.”
Therefore, I propose not to attempt adopting written conclusions on Ukraine at the special European Council,”
Orbán emphasized in his letter. Instead, he proposed to limit written conclusions to recalling and supporting the UN Security Council Resolution 2774 (2025) adopted on February 24. As the Prime Minister wrote, this resolution, proposed by the United States and co-authored by Hungary,
signals a new phase in the history of the conflict and renders all previous agreed language by the European Council irrelevant.”
Viktor Orbán concluded his letter by underlining that “an attempt to adopt written conclusion by the European Council on Ukraine would project an image of a divided European Union.

During the weekend, European leaders met in London to discuss the situation in Ukraine, and came up with a “coalition of the willing,” as was announced by British Prime Minister Keir Starmer, reported Euronews. Starmer said that they want to secure a potential peace agreement between Russia and Ukraine, and that the United Kingdom and France would take the lead in drafting a proposed plan for ceasefire which would be presented to President Donald Trump. The London meeting took place just after Ukrainian President Volodymyr Zelenskyy met President Trump in the White House and had a heated debate on the war and the possible solutions.
Viktor Orbán reacted to the meeting in London on X, writing that European leaders decided in London that “they want to go on with the war instead of opting for peace. They decided that Ukraine must continue the war.” The Prime Minister emphasized that this is a dangerous and mistaken point of view, and reiterated that Hungary remains on the side of peace.
