Tax Authority Increases Number of Inspections in E-commerce

The number of abuses in online commerce is not decreasing, hence the tax authority is launching more inspections to curb illegal market practices that harm consumers, honest traders, and the budget, the head of the National Tax and Customs Administration’s control department revealed at a press conference in Budapest.

Gábor Horváth emphasized that National Tax and Customs Administration staff are constantly monitoring online marketplaces and social networking sites- around 20,000 websites a year.

This year, they are particularly monitoring, among others,

accommodation and food delivery platforms, as well as the turnover and sales of excise goods, tobacco, mobile phones, tablets, IT equipment, jewellery, coffee machine,s and coffee,

especially if they advertise their products below market price, the head of the department said.

Horváth noted that last year, tax authority inspectors initiated almost 1,600 test purchases of advertisements selected after risk assessment found infringements in more than 320 cases, and imposed a HUF 53 million (EUR 141 million) default fine.

In the first half of this year, 682 compliance investigations were launched, of which 176 ended with a tax authority finding, and the default penalty was HUF 27 million (EUR 71,900). Twenty tax audits found tax overpayments of HUF 1.5 billion (EUR 4 million) and imposed 685 tax penalties.

The head of the department stressed that the control of tax liabilities of sellers on websites and portals is a priority task again this year. The tax authority’s control staff are assisted by the Information Technology Controls Unit, which has tax control staff with expert IT knowledge and specialized technical tools.

The risk analysis work related on online marketplaces will also be supported from this year onwards by data from international information exchanges,

he added.
