You are right, the photo was taken in the times of one of the great floods of Budapest.
During the 1876 flood, Buda was (again) flooded through the sewers. In Pest, the water of the closed sewers was pumped into the Danube through steam pumps. By the way on the vintage picture from 1876, you can see the Batthyány tér.
Today the “main street” and the church looks like this:
Nowadays there is the only danger is the flood of tourists as one of the greatest view of the Parliament can be seen from this square of Budapest.
