Yes, it is a museum but not the National Museum, I give you a hand: It is at the Heroes’ Square, which looks like this today.
Good to know the building is under reconstruction so it is closed until 2018. You can read more about the renovation here.
Answer: It is the Museum of Fine Arts of Budapest. The vintage picture was taken in 1930. The Museum was built according to the plans of Albert Schickedanz and Fülöp Ferenc Herzog and opened its gates in 1906.
